SB Schools: Guttierez Returns to Lead Safety Efforts

The San Bernardino City Unified School District (SBCUSD) welcomes the return of Chief John Guttierez as School Police Chief, marking a full-circle moment in his illustrious career.

A dedicated advocate for children and a respected law enforcement leader, Chief Guttierez returned to SBCUSD on March 18, bringing more than 30 years of experience and a commitment to student safety, well-being and community partnership.

“This is more than a leadership transition, it’s a homecoming,” said Superintendent Mauricio Arellano. “Chief Guttierez understands our community, our students and our responsibility to keep them safe. His experience and heart for service make him the right leader at the right time for SBCUSD.”

Through the survey tool ThoughtExchange, SBCUSD conducted a comprehensive, community-engaged search process to identify its next chief, gathering meaningful input from students, families, staff and community partners. Through this engagement, participants consistently emphasized the importance of selecting a leader who is deeply rooted in the community, culturally competent and committed to building trust through transparency, communication and relationship-building. Respondents called for a chief who prioritizes prevention, student well-being and restorative approaches, while also maintaining strong safety protocols.

Across all perspectives, there was clear alignment around the need for a leader who demonstrates integrity, empathy and accountability, with the ability to collaborate effectively with schools and families to create safe, supportive and welcoming learning environments for every student.

Chief Guttierez previously served within the SBCUSD District Police Department as a sergeant under the leadership of former Chief Joseph Paulino, where he played a key role in advancing school safety efforts and building trust across campuses.

Most recently, Chief Guttierez served as Chief of Police at California State University, San Bernardino, where he was responsible for the safety and security of more than 23,000 students, faculty and staff. During his tenure, he strengthened emergency preparedness systems, expanded proactive safety strategies and fostered strong partnerships across the campus and surrounding community.

Throughout his career, Chief Guttierez has remained focused on the role of law enforcement in supporting young people. His approach emphasizes prevention, relationship-building and ensuring that schools remain safe, welcoming environments where students can focus on learning and growth.

“I am honored to return to SBCUSD and serve the students, families and staff of this wonderful community,” Chief Guttierez said. “School safety is about more than enforcement, it’s about connection, trust and creating environments where every child feels safe, supported and ready to succeed.”

Chief Guttierez’s extensive experience also includes service with the Los Angeles School Police Department, along with leadership roles across patrol, training, special operations and community relations. He has been widely recognized for his leadership and commitment to public service, including receiving the Community Guardian Award from the Inland Empire Concerned African American Churches.

A reception to officially welcome Guttierez back to SBCUSD is planned for May 5 in the Dr. Margaret Hill Community Room at 777 North F Street in San Bernardino. The reception starts at 4:30 p.m., prior to the Board of Education meeting.
