OC Supervisor Foley Names Chief of Staff

Orange County District 2 Supervisor Katrina Foley has announced the appointment of Debbie E. Lumpkin as her Chief of Staff.

“I’m delighted to welcome Ms. Lumpkin as our new chief of staff,” confirmed Supervisor Foley (District Two). “She brings a wealth of experience into the Second District, particularly around workforce development, and contracting and support for small, diverse and disadvantaged businesses.  Her work experience combined with her solid private sector management experience, will allow her to hit the ground running and help implement our goals for the district. Ms. Lumpkin’s successes in supporting diverse firms in accessing government contracts, will also help support local businesses as we advance our economic recovery.”

“I am delighted to be appointed as the Chief of Staff to Supervisor Foley,” said Lumpkin. “I am committed to serving the public and supporting the Supervisor in executing her key priorities like Covid-19 relief, local business support, addressing homelessness and workforce development, while ensuring transparency and accountability to the public.”

“The Veterans in Business Network would like to congratulate Debbie Lumpkin on her new role as Chief of Staff to Supervisor Foley,” said Rebecca Aguilera-Gardiner, CEO of the Veterans in Business Network. “Debbie is a long-time friend and advocate of the veteran business community and we look forward to getting to know the District 2 team and partnering with OC Supervisor Foley in the future.” 

“The American Indian Chamber of Commerce looks forward to continuing our good work with Debbie Lumpkin, who has been a proven partner in our quest for economic self-sufficiency for all our people,” said Tracy Stanhoff, a local business owner and President of the American Indian Chamber of Commerce of CA.

Lumpkin joins the office from the California Department of Transportation (CalTrans), where she served as the Deputy Inspector General for Diversity and Small Business Development in the Independent Office of Audits and Investigations. In this role, Lumpkin provided oversight to racial equity in public contracting and hiring, executed a new state-wide transportation diversity accountability program, and established collaborative interagency and external partnerships.

Lumpkin brings more than twenty years of experience in managing large organizations and budgets, including developing strategy and oversight of budgets in excess of $50 million. Lumpkin also has practical experience in workforce development, working with small businesses, training thousands of businesses in the past decade to better harness partnership development and financial development.

Lumpkin currently serves as Co-Chair for the OneLA Initiative with the LA Area Regional Chamber of Commerce which includes Orange County District 2.   Formerly, she served as Vice President with the National Association of Women Business Owners (Los Angeles Chapter), and the California Black Business Association.

 Supervisor Katrina Foley represents Orange County’s 2nd District, including Costa Mesa, Cypress, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, the unincorporated area of Rossmoor, and portions of Buena Park and Fountain Valley.
