CSUDH Launches Free Tuition Toro Tuition Pledge

California State University, Dominguez Hills (CSUDH) has announced a new affordability initiative for incoming students: the Toro Tuition Pledge, which covers four years of costs for first-time, first-year students and two years for transfer students. The Toro Tuition Pledge will take effect in Fall 2026 for new undergraduates.

“CSUDH’s mission is rooted in affordability and accessibility, and the Toro Tuition Pledge builds on our longstanding work of expanding opportunity to ensure every student can succeed,” said Interim President Mary Ann Villarreal. “This effort reaffirms our commitment to transforming students’ lives and economic prospects.”

CSUDH is already recognized as one of the best-value universities in the state and nation, with the majority of students receiving substantial financial aid. While existing financial aid resources will cover most of the costs associated with the Toro Tuition Pledge, the university is directing available funds to ensure eligible students’ costs will be fully covered.

The pledge is offered to California students who qualify for Pell grant awards or have an equivalent Student Aid Index. Students must also enroll in a full schedule of classes and maintain satisfactory academic progress, among other requirements. Full eligibility criteria can be found online.

The Toro Tuition Pledge covers tuition and mandatory fees. It does not cover housing, parking, textbooks, or other costs associated with enrollment.
